From the window of my apartment I was able to follow the construction, in all its stages, of an office building in the yard of a police station in Zagreb. I dealt with artistic poetics while the site was being prepared, granting special attention to surveillance cameras or voyeurism in the name of state institutions. For ‘safety reasons’, more and more public and private spaces in a city are being placed under surveillance nowadays. One more secretly placed camera, turned towards a repressive institution should not disturb the equilibrium in my city.

Željko Kipke (1953) graduated in painting from the Academy of Fine Arts in Zagreb. He took part in the Artists’ Space exhibition in New York in 1989 and held a solo exhibition in Marseilles in 1991. His paintings have been bought by the Peter Stuyvesant Collection in Amsterdam, the FRAC collection in Toulouse (Les Abattoirs) and the Museum der Moderner Kunst in Vienna. He represented Croatia at the Venetian Biennale in 1993, and the Cairo Biennale two years later. He has been a fully accredited member of the International Association of Art Critics (AICA) since 1997, and writes essays and reviews on experimental film and art. He was appointed commissioner of the Croatian pavilion at the 52nd International Art Exhibition in Venice in 2007. He has published six books.
