Call for Applications for the 2019 Croatian Minority Co-production Support Scheme

Pursuant to Article 8 of the Act on Audiovisual Activities (Official Gazette No. 61/18), and in accordance with the Regulations on the procedure, criteria and deadlines for the implementation of the National Programme for the Promotion of Audiovisual Creation (Official Gazette No.144/14), the Croatian Audiovisual Council, upon the recommendation of the Director of the Croatian Audiovisual Centre, announces the

Call for Applications for the 2019 Audiovisual Activities and Production Support Scheme

Category: Production Support for Co-productions with minority Croatian Participation (Minority Croatian co-productions)

I

Minority Croatian co-productions are considered to be those co-productions in which the Croatian producer’s financing share comprises at least 10% of the total production budget  (including subsidies received from the Croatian Audiovisual Centre, producer’s own investment, deferrals, investment from television, television broadcasting rights, distribution deals, in-kind investments, etc.) and which can eventually qualify as an official co-production under the European Convention on Cinematographic Co-production and/or any bilateral co-production treaties in force between Croatia and other countries.

Minority co-productions must comply with the European Convention on Cinematographic Coproduction and/or bilateral co-production treaties in force between Croatia and other countries.

II

The minority co-production, subject to the financial contribution of each co-producing partner, shall include effective technical and artistic participation of Croatian personnel. Additionally, a minimum of 60% of the approved support must be spent in the Republic of Croatia.

The Republic of Croatia shall be credited in the co-produced cinematographic work, in order of its participation share and in proportion to the established financial contribution.

III

Submissions for the Minority Co-production Support Scheme are submitted on-line (each project is to be submitted separately) through this link

The completed Application shall be submitted together with the following documents in Croatian:

1. Track record of the Director’s previous works (success at local and international festivals, admissions figures, international distribution and sales of the Director’s previous work – theatrical, TV and other platforms),

2. Track record of the Producer’s previous 3 audiovisual works/films (success at local and international festivals, admission figures, international distribution and sales of the Director’s previous works – theatrical, TV and other platforms),

3. Proof of chain of title,  regulated copyright and neighbouring rights (statement or agreement concerning the regulation of rights to the screenplay and the original work in case of an adaptation of an existing work),

4. Production schedule,

5. Financing plan (indicating all confirmed and planned sources of financing),

6. Preliminary film budget in Croatia’s national currency (HRK) and Euros.

7. Proof of solvency (BON 1 or BON 2 Forms) not older than 30 days

8. Excerpt from the competent registry – not older than 30 days

9. A certificate from the competent authority that all obligations to the State have been fulfilled – not older than 30 days

10. A completed qualification test.

In addition to the above documents, in Croatian, the Application must also be accompanied by:

  • Evidence that a minimum of 50% of the overall finance has already been secured , in accordance with the submitted financing plan and preliminary budget
  • Evidence that a part of financing has already been secured in the country of the majority co-producer
  • A detailed breakdown of Croatian participation in artistic and technical personnel,
  • A financing plan and preliminary budget stated in Croatia’s official currency (HRK)   and in Euros, calculated according to the median exchange rate of the Croatian National Bank on the day of of the on-line submission, together with a detailed and itemised expenditure plan in  the Republic of Croatia,
  • An detailed breakdown of co-producing shares and percentages for each co-producing country,
  • A selection of the director’s previous works in a DVD format and/or via link. 

In addition to the above-mentioned documents, the Application must also contain the following documents, in Croatian, depending on the category in which the audiovisual work is being submitted:

1. For feature films and fiction shorts:

  • A completed screenplay
  • A synopsis (up to one standard page)
  • A director’s note of intention

2. For debut feature films:

  • A completed screenplay
  • A synopsis (up to one standard page)
  • A director’s note of intention
  • A selection of previous works in a DVD format and/or via link. 

3. For all films in post-production:

  • A latest rough cut or relevant material in a DVD format and/or via link. 

4. For short and full-length documentaries and experimental films:

  • A screenplay or a treatment
  • A synopsis
  • A director’s note of intention
  • In the case of full-length documentary films: already filmed research materials  and/or “trailer”, i.e. a video recording in a  DVD format and/or via link. 

5. Animated films:

  • A synopsis and/or screenplay with visuals
  • A storyboard
  • A director’s note of intention

Applications for the minority co-production scheme must comply with the general submission terms of Article 6 of the Regulations on the procedure, criteria and deadlines for the implementation of the National Programme for the Promotion of Audiovisual Creation (Official Gazette, No. 144/14).

Co-production agreements must specify each co-producer’s contribution share and clearly outline the rights of the Croatian producer. All financial and co-production agreements must be in compliance with the National Programme for the Promotion of Audiovisual Creation (Official Gazette, No. 144/14) and submitted to the Croatian Audiovisual Centre.

Projects that are re-submitted under the same funding scheme must clearly state the changes made since the previous application.

Completed application form, with all attachments stipulated in point III are to be submitted using online application form, and one hard copy of each document must be sent by post or delivered to the following address: Croatian Audiovisual Centre, Nova Ves 18, 10000 Zagreb.

The package must indicate “Call for Applications for the 2019 Audiovisual Activities and Production Support Scheme - category: Production Support for Croatian Minority Co-productions”.

Applications should be submitted no later than:

  • July 11, 2019 for the 1st decision deadline
  • November 18, 2019 for the 2nd decision deadline

The hard copies of all application forms, as well as mandatory enclosed documents must be duly stamped and signed by the Croatian producer/applicant.

Croatian Audiovisual Centre reserves the right to modify the above-mentioned submission deadlines, in which case it shall provide due notice via www.havc.hr/eng under the “Project Funding” section.

Complete applications containing all required documentation will be evaluated in consideration of the submission and decision deadlines, which are publically available on the web pages of the Croatian Audiovisual Centre. Incomplete applications and/or applications that do not contain all required documentation will not be taken into consideration.

V

Pursuant to Article 16 of the Act on Audiovisual Activities, the assessment and evaluation of projects, submitted to calls for proposals shall be conducted by the Artistic Consultants appointed for individual categories. There is one Artistic Consultant responsible for the assessment and evaluation of projects submitted in the minority co-production category.

The Artistic Council, comprised of Artistic Consultants, draws up a proposed priority list of submitted projects and programmes, and recommends the allocation of funds. The proposed priority list is then submitted to the Croatian Audiovisual Council for the final approval.

VI

The final list of approved projects and programmes, as well as the amount of grants per each project/programme is, upon final approval from the Croatian Audiovisual Council, made publicly available at www.havc.hr. Projects, approved for co-financing by the Croatian Audiovisual Council, are co-financed in accordance with the Croatian Audiovisual Centre’s available funds. 

VII

No later than 60 days following the date of the official approval of the project by the Croatian Audiovisual Council, a co-financing agreement for the approved project shall be made between the Croatian Audiovisual Centre, on the one side, and the Croatian producer/grant beneficiary on the other. 

VIII

The support granted by the Croatian Audiovisual Centre is non-refundable, except in cases laid out in the Regulations and in cases of non-compliance with the stipulations of the Co-financing agreement.

IX

The call for Applications for the Croatian Minority Co-production Support Scheme is open year-round and is announced through www.havc.hr and the Official Gazette.

Decisions for the call for Applications for the Croatian Minority Co-production Support Scheme are made at least four times a year. The Audiovisual Council shall make the first decisions in the first calendar trimester.

IMPORTANT NOTICE! All users that have already registered through HAVC’s online portal can access the applications using the same username and password. If you haven’t registered yet, we kindly request that you send us an e-mail containing your information (name, address, VAT number) at onlineprijava@havc.hr in order for us to set up your online account. Should a director, screenwriter and/or main production house in a minority coproduction not be listed in the HAVC database, we kindly ask that you send your request to add such information to the database, using the above-mentioned email address.
